Dear Disability Reform Ministerial Council members,

I am writing to you today because you are overseeing the implementation of the Disability Royal Commission’s (DRC) recommendations 12.2 and 12.3.

These recommendations said that the six-monthly government report to the DRMC “should detail the implementation status of each recommendation and raise any issues and risks” (12.2) and that the annual report tabled in the Australian parliament “should compare progress across jurisdictions” (12.3).

Unfortunately, that was not the case for the 2025 Progress Report. As we approach the preparation and publication of the 2026 Progress Report, we look forward to seeing transparent and robust reporting on the implementation of the DRC recommendations as agreed by the DRMC.

I believe the DRC still matters and the lack of action by the government to implement the recommendations continue resulting in people with disability still experiencing homelessness, neglect, discrimination and abuse, despite the thousands of stories shared with the DRC. 
It has now been over two years since the governments first responded to the DRC report and since then only 3% of its recommendations have been implemented. The eight volumes of recommendations are not merely a checklist but a plan to stop the violence, abuse, neglect and exploitation of people with disability. By not following through on the DRC the government disregards the thousands of people with disability who shared their stories and the many more people with disability that continue to experience harm. I ask you to honour their stories.

Implementation of the DRC requires transparent reporting, independent oversight and disability leadership to ensure government deliver on the changes necessary to keep people with disability safe. Without transparency it is impossible for people with disability and the broader community to know whether governments are delivering on their commitments.

I note your upcoming DRMC meeting on 2 October in Darwin. It would be great to see the council publicly reaffirm its commitment to the DRC beyond noting it in the published Communiques, including more details of what was discussed and agreed next. This would be well timed before the release of the 2026 progress report due later in the year to build and maintain trust that the governments are still firmly committed to upholding the human rights of people with disability.

We have not forgotten and we will not be forgotten.
